Information security of the environment as a factor of development of youth civic competencies

Abstract
The relevance of the research topic is defined by the social demand for the creation of an educational environment that is most approximate to the standards of safe and favorable to the development of youth civic competencies.
The purpose of the present research was the detection of specifics of the impact of information safety of the environment on the development of youth civic competencies.
The research methods are: for the detection of the specifics of cognitive attitude of youth author’s version of the method of semantic differential was used; for the detection of the specifics of the impact of social environment on the development of cognitive attitudes of the youth - author’s questionnaire. for the detection of the causation of civic competencies of youth by the specifics of cognitive attitude - methods of correlation and cluster analysis.
Results. Two levels of analysis of causation of the youth civic competencies development are defined: 1) the level of development of cognitive attitude that ensures the ability to counteract negative information impact; 2) the compliance of the impact of the social environment to safety requirements. As the results of the research, the specifics of cognitive attitude of future teachers to the critical analysis of the situation, to the rational evaluation of the information, to the reflexive analysis of the situation. The indicators of civic competencies that create clusters with indicators of cognitive attitudes are defined. The tendencies of causation of development of values, motivation, and attitude components of civic competencies by the level of development of cognitive attitude of individual to rational analysis of information, critical analysis of situation and reflection.
The conclusion: the social environment, in general, and educational environment, in particular, do not promote adequately the development of civic competencies that cause the quality of processing of information, a decrease of the number of conflicts, and counteraction to manipulative impact. Possible causes of low effectiveness of efforts of the environment, aimed at the development of cognitive attitude.
