Determining the level of digital competence as a necessary skill under the transition to the digital state

Abstract

Relevance. It has been proven that one of the factors contributing to the effective development of the digital state is the rise of digital competence of citizens since a new ideology based on "digitalization" is coming and transfers itself into many social processes and procedures to cyberspace, represented in the "state-citizen" interface. Caused COVID-19 under the conditions of the quarantine, the emergency digitalization spread into many social processes. A lot of Ukrainian citizens were not ready for it, so it was a stressful factor for the country's population. 


Purpose. The article discusses the theoretical aspects of "digital competence," "media literacy," and "digital citizen." 


Results. It has been proven that the formation of a full-grown digital state and modern society requires citizens' confidence in cybersecurity, which is the basis for the development of the digital literacy of Ukrainians. It was determined that according to world research and the views of Ukrainians, the cybersecurity of the Ukrainian digital space needs solid development. It will also create optimal conditions for the growth of citizens' media competencies. It has been determined that diagnostics of digital literacy levels are required to develop digital competence. The author focuses on the most common methodologies for determining digital competence level in the world, which became the basis for media literacy testing in many countries of the world at the state level and in Ukraine. 


Conclusions. An analysis of the practical application of certification for self-testing systems Digigram (Ukraine), DigComp, and ICDL is presented. Identifying the strengths of one's digital competence can be a basis for citizens to acquire new skills. The need to form digital literacy is theoretically substantiated, which should begin with determining the level of digital сompetence.
